Human Capital Office of Human Resource Strategy, Strategic Planning and ResearchThe following are the duties of this position at the full working level.
If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Provides expert advice and authoritative information to top management and program directors throughout the Service on a wide variety of highly complex, controversial, and sensitive HRM problems and issues.
Develops, initiates, and directs human resources program strategic planning activities; identifies long and short term objectives, and formulates Service-wide human resources program strategies for top management.
Evaluates new or modified legislation and regulations to determine impact on short- and long-term human resources management policies and program initiatives.
Monitors legislation and other proposals affecting Federal HRM programs and develops and advocates the IRS position.
Finalizes plans, instructions, guides, and other substantive material for use by management officials and operating human resources offices in administering HRM programs.
Serves as a lead or principal team member in planning, organizing, and directing team efforts in conducting major evaluations of IRS human resources program operations and other comparable studies.
Researches, identifies, and develops criteria and procedures to conduct program evaluations and to measure program accomplishment.

To be minimally qualified for this position at the GS-14 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression.
To be qualifying, your experience must demonstrate comprehensive use of concepts, principles, practices, laws, and regulations of human resources management (HRM) Experience developing a wide range of qualitative and/or quantitative methods sufficient to serve in an authoritative role; providing advice, developing policy, benchmarking, and/or developing recommendations for complex human capital service-wide programs.
Experience developing policy, white papers, and/or intranet publications (e.
g.
, webbies, leaders' alerts, headline news, employee resource updates); presenting findings, briefings, and/or making recommendations to upper management.
ANDMEET TIME IN GRADE (TIG) REQUIREMENT:
You must meet applicable TIG requirements to be considered eligible.
To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to.
Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
ANDTIME AFTER COMPETITIVE APPOINTMENT:
